Was it just a case of the textures being too low-res? Because I’ve seen good-looking implementations of 2D bump/specular mapping:

Haha, that’s not mine, it’s just something I came across a couple weeks ago.
I thought things like that didn’t bother you especially after you posted the pixel shader pics.
You should give CrazyBump a try to quickly generate good bump/normal maps from a texture: http://www.crazybump.com/ (assuming that you were complaining about the normal maps quality and not the shader itself)
